On Wednesday, Russia restored Roblox ‘ s visiting rights and found that it had complied with Russian legal requirements. Roblox has been banned in Russia since 3 December 2025, leaving about 18 million active users, most of them children and adolescents, without access.

According to the Russian Ministry of Figures, Roblox has implemented “a series of comprehensive measures to further protect children” and is committed to combating “dissemination of inappropriate content on the platform”. According to the agreement, Russian users will be divided into different age groups, including Roblox Kids for children aged 5-8 and Roblox Select for young people aged 9-15.
Ekaterina Mizulina, head of the Secure Internet Coalition, stated that, after the ban on Roblox, 63,000 complaints had been received from young people between the ages of 8 and 16. The Federal Office for Communications, Information Technology and Mass Media Supervision (Roskomnadzor) of the Russian Communications Regulatory Authority (RUS) banned Roblox in December last year on the grounds that the content of the platform could “have a negative impact on the spiritual and moral development of children”.

Roskomnadzor also accused the platform of hosting extremist material and “LGBT propaganda”, which Russia had criminalized in 2023. Roblox was the most downloaded mobile phone game in Russia in 2023, blocking it was equivalent to depriving Russian children of one of their most popular digital platforms overnight.
Roskomnadzor stated that Roblox admitted that there was a lack of control over the content of the game and the security of user chats. The company agreed to make changes to meet Russian legal requirements, including the implementation of an age-based account structure that had been extended globally.
Roblox Kids defaults to disable all chat functions and limits content to games with a rating of ” minimum ” or ” light ” . Roblox Select, for older children, allows more access, but parental control is stricter than standard accounts.
